A local human rights organisation, Zabaikalsk Human Rights Centre (ZPC), informs that local prosecutors ignored the victims’ complaints. ZPC then filed a formal complaint to the office of the Prosecutor General and the Interior Ministry.
According to the ZPC, the police detained the first people they found and demanded they confess to cattle theft. If they refused, the police beat them up and raped them by ramming a police truncheon into their anus.
In addition, the victims accuse the policemen of robbery. During the punitive raid, the police stole sheep, registered firearms, mobile telephones, and passports, ZPC reported.
