Speaking in an interview with the Spanish daily, ABC, Russian military expert Pavel Felgenhauer, who contributes to Novaya Gazeta, The Moscow Times, and The Jamestown Foundation, says the Russian government has lost control of the situation in the North Caucasus.

– The violence in the North Caucasus has increased in the past few months. What is the reason behind this development?

– There is a lot of dissatisfaction with the policies of the central government, the corruption on the local level, and the abuses committed by security forces. Add to this the economic crisis, unemployment, and increasing poverty. The spiral of violence has escalated to an extent that the situation has gone out of control.

– Who is behind the bomb attacks? The Chechen separatist militants?

– Yes, but not only they. The clandestine cells of Islamic militants operating in the North Caucasus are becoming more and more efficient and better prepared. They receive foreign support, albeit less than a few years ago.
