Russian president Vladimir Putin told the Ministry of Foreign Affairs to assist people in Abkhazia and South Ossetia without making any distinction between those who have Russian citizenship and those who do not.
Georgia’s national security council is meeting in urgent session, chaired by president Mikhei Saakashvili. Tbilisi promises “adequate measures to counter Moscow’s attempt to establish official ties” with the breakaway regions.
The upper chamber of the Russian parliament is likely to discuss the possible recognition of Abkhazia and South Ossetia on 25 April 2008. The State Duma has recommended that Russia recognise Abkhaz and South-Ossetian independence.
